Organizational Context

UNHCR’s overall objective in Malta is to advocate for access to protection on appropriate terms and promote durable solutions for all persons of concern. The Protection Associate is relied upon to contribute to the strengthening of UNHCR's capacity to advocate for access to protection on appropriate terms according to UNHCR Malta's strategy, mainly focusing on PROTECTION. The Protection Associate will refer to the UNHCR Malta's protection priorities as developed by the Office. S/he shall be required to have regular contacts with the Protection Unit and with colleagues in other functional units to discuss durable solutions for beneficiaries of international protection. The incumbent is required to spend a substantial percentage of her/his time working outside the office, conducting visits in detention and open reception centres, conducting monitoring activities (including at disembarkation sites) and providing support as required in line with UNHCR's protection strategy. 

Responsibilities

Under the general supervision of the Senior Protection Associate, the incumbent will be responsible for:

1. Conduct visits in detention and open reception centres as part of UNHCR Malta's operation as regards monitoring activities, information provision to persons of concern and follow-up on individual cases. Support the other Protection Associate in the implementation of the Global Detention Strategy in the national context.
2. Monitor protection issues as regards unaccompanied asylum-seekers children and other persons in special circumstances and with special needs, and provide support as required in line with UNHCR's protection strategy. Support the other Protection Associate in developing a coherent and prioritized child protection strategy. Engage with relevant NGO partners to promote effective coordination in this regard. 
3. Conduct outreach activities to open centres under the supervision of the Associate Protection Officer together with other staff in the UNHCR Malta team with the specific tasks of providing information to persons of concern and monitoring protection issues, including at disembarkation.
4. Counsel persons of concern on specific protection issues and follow up cases as necessary.
5. Support the Associate Protection Officer with conducting training sessions for relevant stakeholders and counterparts, including civil society organizations and government authorities.
6. Contribute to the development of UNHCR Malta's protection strategy.
7. Conduct research on assigned topics.
8. Assist with the supervision of protection interns and interpreters and perform other duties as required.

Minimum Qualification and Professional Experience Required

Qualifications Required:

• Education: A university degree in Law, International Law or related field is preferred. University degrees in International Relations, Political Science, and Public Policy will also be considered
• Job experience: Minimum of 3 years of previous relevant job experience. 
• Fluency in English. Working knowledge of another relevant UN language or local language will be considered an asset.
• Good oral and written communication skills.
• Strong background on issues relating to international protection. Courses in international refugee law.
• Good knowledge of human rights principles and doctrines.
• Knowledge of local context.

Desirable competencies:

• Diverse field experience.
• Completion of Protection Learning Program, Refugee Status Determination-Resettlement Learning Programme, Protection Induction an asset.
• Excellent knowledge in MS word, Excel and database management.
• Experience in Interviewing.
• Experience within the Maltese asylum context is considered an asset.

Education in Law, International Law or related field is preferred and knowledge of Maltese language will be considered as assets. It is also desirable that the candidate has good organizational and communication skills and works well in a team.

Completed and relevant years of education will be counted up to 100% towards the required years of experience.

Starting Date: October 2019 or as agreed with selected candidate.
Envisaged Duration: Until 31 December 2019 (with a possibility of renewal)
Duty Station: UNHCR Malta
Remuneration: UNOPS local Individual Contractor Agreement (ICA) terms and conditions.
