Organizational Context

Since 2005, UNHCR is fully engaged in the Italian State RSD procedure, by participating in the National Commission, with an advisory role, and in the Territorial Commissions for the Recognition of International Protection (TCs), through RSD decision-makers, members of the TCs, who are designated by UNHCR. UNHCR, thus, directly contributes to the individual examination of applications for international protection in Italy and provides support and advice with regard to interpretation of international refugee law criteria, COI, research and quality standards. Moreover, UNHCR is contributing to the reform of the system,which started in June 2018, and to capacity development activities, with a view to ensure enhanced fairness, efficiency, consistency, quality and integrity of the system.

 

The RSD Associate (UNOPS) is a member of the Refugee Status Determination (RSD) team, and contributes to the work of the TCs as members designated by UNHCR. S/he is responsible for supporting all activities related to the processing of refugee claims and to contribute to capacity development of the reformed Territorial Commissions, with a particular focus on specific needs, and the related establishment of sensitive procedures and referral mechanisms. S/he also supports government RSD staff in drafting RSD assessments, and with regard to the quality of case preparation, interviewing techniques, and decision-making.The RSD Associate (UNOPS) facilitates training courses for RSD decision-makersand other relevant actors, on RSD and protection matters.

 

In discharging these responsibilities, the RSD Associate (UNOPS) contributes to developing a favorable protection environment, especially at local level, and by closely liaising with relevant counterparts as well as UNHCR Protection staff working on Reception, Child protection and other Protection issues. The RSD Associate (UNOPS) assists in compiling and analyzing information related to the RSD activities, and in drafting related correspondence and reports.

Responsibilities

Major Duties and Responsibilities:


Under the overall supervision of the UNHCR SeniorProtection Associate (Eligibility) in Rome and the direct supervision of aProtection Associate acting as a coordinator of a sub-group within theEligibiolity Team in Italy, the incumbent will:



1. Participate, on behalf of UNHCR, in the sessions of the Territorial Commission as a regular member, including by replacing peer UNHCR RSD Associates as required. The incumbent will actively participate in the decision-making process, with a view to contribute to the efficiency, consistency, integrity, quality and the fairness of the system by promoting and advocating for appropriate inclusion and exclusion criteria. Moreover, the incumbent will engage incapacity-building activities by providing on-the-job training, country of origin information, advice on interviewing techniques (with particularattention to child-sensitive and gender-sensitive interviewing skills) and guidance to decision-makers and case-workers of the Territorial Commissions on the interpretation of relevant international, EU and national legislation. The incumbent will carry out his/her functions in line with all relevant national legislation and with the 1951 Convention on the Status of Refugees and its 1967Protocol, as well as with UNHCR positions and guidelines;


2. Stay abreast of developments in human rights, refugee protection and refugee status determination issues generally, both at international and national level, as well as with regards to country of origin information; 



3. Participate, upon request of UNHCR RO, in training activities organised for the members of the Territorial Commissions by the National Commission for the Right of Asylum, as well as other training events or activities as deemed appropriate;


4. Regularly report to UNHCR RO as requested, including throughbi-monthly reports, and participate to coordination events organised by RO Rome;


5. Liaise, in close co-operation with UNHCR RO Rome, with NGOs, lawyers and other qualified individuals, associations or institutions working in the field of asylum in matters regarding individual cases;


6. Carry out, as may be requested by RO Rome, any other activities aiming at implementing UNHCR’s protection mandate in Italy, including prevention of refoulment, and promotion of referral mechanism in relation to specific needs, including UASC, victims of trafficking, SGBV and torture survivors;


7. Contribute to the reform of the Territorial Commission and to the transition to a new system, in close coordination with the UNHCR Office in

Minimum Qualification and Professional Experience Required

REQUIRED:

  • University degree in Law or a relevant field of study;
  • At least of refugee related work, which should preferably include experience in RSD interviewing and assessment; Relevant studies can be counted up to 50% of the required work experience;
  • Excellent interviewing, analytical, research and negotiation skills;
  • Fluency in Italian and English;
  • Command of Microsoft Office applications

DESIRABLE:

  • Experience in the field and international exposure are an advantage;
  • Knowledge of other langages is an asset.
